Philly - Car on Dirt

Car was driving up 18th Street toward Market and pile of dirt jumped in front of it (j/k the pile of dirt was not clearly marked with cones or flashers). The police didn't seem too happy with them... but I took some pictures and offered them to get the pix off my site if they are going to sue the water company. It is clear that the reflective horses are piled against the building and not in front of the dirt.
